Hot dip galvanizing consists of a tank of molten zinc in which the item is submerged. I'm not sure what you mean by "electro paint." Electro-galvanizing consists of electro-plating with zinc; Google "electro-plating" to find out about the process. "Spray galvanizing" is similar to spray painting; I have forgotten how the zinc is liquefied. Finally, there are zinc rich paints that are applied like any other paint, such as aerosol cans for small jobs.

Electro-paint sounds like what is commonly called e-coat; somewhat similar to powder coating in that there is a charge attraction between the worfpiece & the coating, but instead of a spray powder the part is dipped into a vat of low viscosity paint& then allowed to drip off then baked.
Both give full coverage, including inside any open tubes. E-coat will be cheaper & comes in colours. Otherwise, it's the same as comparing paint versus galvanizing.
