The value for voltage factor depending on earth system. Why rely on determining the type of earthing sysem

i) If the system is solidly earthed, then there could be power frequency overvoltage to the tune of 1.5 times the highest system voltage, during a single-line-to-earth fault, depending upon the fault loop impedance.

ii) If the system is impedance earthed, then during a single-line-to-earth fault, the overvoltage could be 1.9 times the HSV.
