SPDs In Corner Grounded Delta Secondary

Pls. tell me why a Surge Protection Device cannot be installed in the feeder of a corner-grounded secondary of a 3 phase, 13.2KV/220V, WYE-DELTA distribution transformer as stated in NEC 2011 Art. 285.3 item 2. Thank you.

This is to protect the ground point getting disconnected under SPD.
