"When will they ever learn??????"

When it becomes possible to directly download information into an implanted chip in the brain....You know a few more years...

I'm not sure what you're asking for here, but this link has a plethora of information regarding qualifications for the BOE Exam, a syllabus, and some preperation materials. If you need more specific help or information, the more you give us, the more we can give you

Did you go to the web site you linked?

Once you get to the home page, all the links are dead ends except "downloads".

Or, am I just being ethnocentric?

Are there no engineering forums on the Indian subcontinent to whom such a question could be better addressed?

Why address such a question to a forum that is welcome to (and has some stupendously excellent members from) the Indian subcontinent, but is predominantly Anglo-American?

To most this post will mean nothing.

It's amazing how ethnocentric some people tend to be. Although written in code it seems the OP works in an 18 MW capacity power plant and feels this qualifies him to sit for a Boiler Operations Engineer (BOE) exam in West Bengal (WB) where there is a Non Objection Certificate (NOC, a gov't issued certification that the school is allowed to hand out degrees), and with this he wants to know if he can sit for the BOE in any state where the NOC is recognized.

He is also interested in design even though he's working in the Operations & Maintenance (O&M) Dept.

I think we all know the answer to his question is in Googling on "Boiler Operations Engineer Exam in India":

http://labour.up.nic.in/labourcommissioner/boilersec1.htm

Good luck to us all.

Ethnocentric? I think not.

The lack of clairity in the OP is obvious in any language! And typical of many posts here.

NOC stands for No Objection Certificate. This certificate is issued by the employer, conforming, that they are willing to give him study-leave when required. Mostly this is required in Government/public sector employment. If he passes the examination, he will be eligible for promotion (perceived by him in near future, like some body retiring).
