Rebar Welded to Stainless Steel Plate

What tests are required to qualify a WPS joining A706 Gr60 reinforcing bar to a P8 stainless steel plate? All field welds will be fillet welds & welded in the flat position. These fabrications will be used as embeds in concrete.

If I "imagine" rightly, these stainless steel cleats swill be cast in and protrude from the finished concrete face. Right?

The testing that is required will depend entirely on the end purpose of the cleats.

a Drop test, drop it from the bench on the floor. if it don't break then it is okay...
