what to use and from where to purchase the material used for manufacturing of blades used to cut scrap rubber tyre pieces ?

Most likely, the OP wants to pick-up some suitable steel, from scrap yard & make some knives, for his intended purpose.

Since we have no idea where you are, maybe you should contact a local supplier of metals.

Cr6 are used to cut the rubber but you have to calculate the blade thickness as per your rubber thickness ,many chinese companies can make it as per your design and specs.regards

The blades will need to be heavy, or attached to a heavy arbor. The blades will need to be carbide or similar materials. The steel cords in tires is tough, and will dull standard steel blades in short time.

Many years ago I worked as an apprentice for an engineering company in West Yorshire UK. The Managing Director pioneered a manually operated system to remove and recoup rubber from old tires using a high velosity spiky wheel with pins inset. It recovered 95% of the rubber from a standard car tire in less than 5 minutes without any noticeable charring or smell.
