It is most likely an incorrect update to an older passenger elevator, enabling one of the two most common Fire Service modes of operation. This will depend on the location of this elevator.

Fire Service mode, in general, enables the elevator to move after it has been recalled to its fire recall floor. This is NOT a way for people to evacuate a building, you should use the stairs!

The glass front can be fairly easily broken out for use (frangible cover), while reducing tampering by casual tinkerers and curious children.

Don't mess around with it.

Coolyaar the switch is for people that know what they are doing. LEAVE IT ALONE!

PS That was shouting.

For goodness sake Lyn / Joshi. Please don't encourage Coolyaar to write to the board.

It'll all be your fault when he's asking how to repair the lift!

Oh! He knows very well how to handle such cases. We don't have to loose our sleep over it.

Doorman has it correct.
The newer ones are a Key Switch, and the local Fire Departments are the only ones with the keys.
Toggle switches have not been allowed for years.
