Scoop Control in Boiler Feed Pumps

what is scoop control in boiler feed pumps and is it an interlock for the starting the pump

It is the way that the output speed of the hydraulic coupling between the prime mover and the BFP is controlled. Googling on your thread title gets you this and more:

The interlock is there so that you don't try to start the motor at anything other than no-load on the BFP.
