why continious vents are always opened in hp heater and lp heater in power plant

Because feedwater heaters continuously collect non-condensibles which degrade thier performance.

Continuous venting ( at 1-2% of total shellside flow)is an accepted practice.

Non-condensibles enter the steam turbine in various ways...
