WE USE SOLAR SYSTEM FOR GENERATING ELECTRICITY VIA INVERTER, AND WE USE SOLAR SYSTEM FOR WATER HEATER, CAN WE ACCESS BOTH SYSTEM WITH SAME SOLAR PANEL.

Sure.

There are efficient electric water heaters, such as heat pump models (that give the added benefit/side effect of producing chilled air when in use), that can be run off of a sufficiently large solar electric system. This would eliminate the need for solar thermal panels to heat water.
