Ferro-manganese and Ferro-Silicon are used as de-oxidizers in Steel manufacture to produce 'killed' Steel meaning Steel from which dissolved oxygen has been removed by combining with these elements.

1) find a large ore body of manganese metal . same with source for silicon.

2) spend millions to get mining rights, environmental siting permits and guaranteed low cost energy contracts

3) spend more millions to make furnace and equip analytical lab

You'll probably need half again as much money to cover initial hiring, operating expenses, miscellaneous supplies, trucking and rail costs etc.

depending on how well you studied physical chemistry and thermodynamics, you might actually get the process up and running.

Stealing ferromanganese from legitimate suppliers and selling on blackmarket won't be profitable either if you take into account the fact that bribed police officials seldom stay bribed.

Unless you have a lot of capital, I'd suggest that you consider opening up a scrap recycling operation wherever you are. Metals worldwide are in high demand.
