Early Streamer Emission Air Terminal Rejection!

Hi All

according to NLSI (National Lightning Safety Institute) report , The ESE air terminal was rejected.

Now, I wanna find this rejection in a standard like NFPA or IEC or els. but I can't!

could you help me? do you see any ESE air terminal rejection in a validated standard??
