Precommissioning is "does it agree with the drawings and is it safe to energise?". Commissioning is "does it power-up safely and work according to the Control Philosophy?". Without those documents, one cannot do it properly.

The procedure can be as simple as stating the marking-up those documents for revision on the basis of what is right and what is wrong. Without further information it is difficult to say much more.

You know that those big companies usually make software that save a load of work paper in making those assessment´s ... unless you have a very specific case in your hand´s, they will give you a very good idea.

not sure if I get what you mean, but if you are (or want to) working in this are, check the data in the end (software may have flaws)
