Why code B31.3 told us to perform always PWHT for thickness above 19 MM and is not required for below 19mm unless there is material or client specification reqirement???

Presumably because B31.3 requires PWHT for 19mm and above regardless of whether there is a client requirement.

If you know, Why post weld heat treatment is required, then you will know your answer.
