what you describe as a 'position' that you are thinking of applying for is not a job for an individual but an invitation to tender. Concrete lining and external coating of linepipe is a specialised job that needs specialised equipment and materials and a factory to carry out the work.

Actually it is a position- for the consulting engineer overseeing the work of the project and the contractors.

Ability to manage logisitics, audit paperwork, track completion, far flung supply chains in different languages, quality assurance of provided materials , and documenting work procedures and maintaining non bribeable surveillance of workmethods (and the work itself) are some relatively less technical areas for you to consider. also, your ability to deal with off road living condidtions for extended periods.

Biggest issue is whether or not they actually apply the doggone stuff when you are not there. So knowing how to purchase satellite imagery might be an important competencey to have.
