What is the maximum voltage between Neutral to Ground for the rack in the data center

The same as in any other installation: it is the product of the maximum neutral current multiplied by the neutral-to-earth impedance.

I am not sure about The Data Center (I don't even know where that is), but it should be as close to zero as possible so as to not interfere with normal heart rhythms of passersby.

Of course, raising the noise floor for typical ethernet installations is also not good. You don't want to create a ground loop by using interconnects!

If you want the maximum allowed for typical installations, check with your Authority Having Jurisdiction. Now, I know where they are.
