Breakers Routine Injection Test

We know that for breakers we have primary and secondary injection testing.

1. primary injection: Is to check wheather breaker is tripping Or not.

2. secondary injection is to test relay is tripping or not.

Could you people explain me. If relay is not tripping properly then how primary testing should conduct first.

I feel that secondary injection testing should carry first than primary. Once we know that relays are tripping properly. then should go breaker testing.

Need to understand properly.
