Ground Fault Protection

In terms of duty, function and connection, is ground fault relay (GFR) similar to current operated earth leakage circuit breaker (COELCB)?

An earth leakage CB monitors for a difference in current level between the active and neutral phase and will trip usually if the current is greater than 30mA, however other current levels can be purchased if required. These devices are used to protect you at the load side.

A ground fault relay monitors (or calculates) the current going through a ground / earth conductor and will trip to protect the source (i.e. generator).

...so there is no need for a ground/earth conductor to be present at the place where the COELCB is. There is a need where a GFR is installed.
