Which is the best stealth strategic bomber (Maximum load carrying capacity, speed, less number of refueling etc) capable to devastate eastern and western hemisphere? Russia (Former Soviet Union) or USA is dominating in this field? Is China capable to produce their own Strategic bombers?

There is no "best".

Read a book.

If this is homework, go to the library and read a book.

I found one link during googling and the guy who uploaded the video claimed that Tupolev-160 is the best strategic bomber in the world.

But on what circumstances Tu-160 is the best strategic bomber? Based on Length?width?depth?load carrying capacity?Speed?Flying around the globe without refueling?high altitude flying capability?Less crash history? I have no idea!

Yes, Russia is dominating in air. US bombers are not in number-1 position.Almost all bombers shown in that video belongs to US or Russia. What about other countries strategic bombers? Are they not interested to display the toy or they don't have the toy to display?

But it's not a stealth bomber. So it doesn't answer the question in your OP.

His opinion is base on the specs mainly speed and payload. Which are only good on paper. But it's got to get there and do it's job. Let's hope that we never find out!

I think fifth generation strategic bomber of russia will be the best. From the news,I found that this aircraft is advanced than Tu-160.

My vote goes to the de Havilland Tiger Moth of the 1930's. It's radar signature is virtually zero and the bombs are hand delivered, just to give that personal touch that is so lacking in warfare today. It's a bit on the slow side, but at treetop height, 120 mph really takes you by surprise.
