where in electrical installations 3P+N is used...? and 4 Pole is used....????

Elsewhere than in the UK is the simple answer. Switching a neutral is contrary to all the good sense contained in British Standard 7671.

Yikes...

3P+N is used at the input of a distribution transformer...

If you saw a 4-pole breaker you may be confusing that with a 4 phase system, which would be quite esoteric to begin with.

4-pole breakers were at one time used for building up the service by using lower ampacity breakers in parallel for, say, a split-phase service to a residence (US). For example, a 100 Amp service could use four 50 Amp breakers with each phase utilizing two 50's in parallel.
