How Do Building Management Systems (BMS) Work?

I want to know how (Building Management systems) BMS works.I am arguing with my senior engineer on the use of BMS on packaged units instead of thermostats.He is saying we should use BMS only.I am saying lets use both.I want to start testing and comissioning next month..

They work off "points" a diagnostic measure using an aquastat for water loops and thermomters for the air side. The systems I see use both programable thermastats and "points". It is up to the customer/design engineer to establish how many "points" and where to locate them. It is all tied to the sequence of operation established by the design engineer.Their is a computer used with graphics. You can adjust the set points from this computer which is essentially the brain for the BMS.

If we are using BMS to control package unit , why we need thermostat/local control ? If BMS is well programmed and calibrated there is no need for thermostat. If you are not sure about BMS performance , thermostatic control will be used as a stand by mode.
