for motor testing who are the involve party and are the 1st test to carry out.

It depends upon the purpose of the test, though one of the first tests might be "Does the shaft spin (Y/N)?". If this test doesn't complete correctly, then there is little point in going any further.

"who are the involve party"? The motor tester should be involved.

"are the 1st test to carry out"? I'd say a visual test would be first. Is this a motor?

You may test I-no load/full load/starting/locked rotor,noise,speed(no load/full load), torque (starting/ maximum),losses(no load/full load) etc

Either the motor manufacturer or the motor installer would be my guess.
