That wasn't me. My answer would have been "right after recess".

The schedule of Relay testing is the decision of one's self, however it generally the practice that it is done every year or every two years or so. As such it not mandatory but since the frequency of faults is so rare that relays dont get chance of operation very often and this reason makes it necessary that they are tested so that at the time of fault they operate satisfactorily.

These are important tests. It is not good enough to pluck figures out of the air. There are procedures for working this out. Code to look at is the international safety standard AS61511. This details the Safety Lifecycle for each product. You will need to do a risk assessment, establish the possibility of "failure on demand" as well as the consequences. No doubt you already have different manufacturers devices there to avoid common source failure. Suggest you workshop this with other companies in your area. Good luck.

It depends on the applicable electrical substation standards, the owner of the substation and even the age of the equipment - all three of which vary from country to country and site to site.

There is no single right answer if that is what you are after (although the applicable electrical substation standards will give you the best start).

Even though there is no stipulation on this, the general practice is once a year.
