A1) It is to prevent a fire in one transformer affecting the operation of another.

A2) It is likely to be a Civil Engineering code, as Electrical Engineers don't build walls. Which country, please?

For indian projects only.

I am not sure that it is described in civil code. It may be a technical requirement for transformer.Because that fire rated wall is requested by the electrical engineer not by the civil engineer.

According to : NFPA-850 Recommended Practice for Fire Protection for Electric Generating Plants and High Voltage Direct Current Converter Stations

Ch. 5.2.4.4 "Unless consideration of the factors in 5.2.4.2 indicates otherwise, it is recommended that adjacent oil-insulated containing 500 gal (1890 L) or more of oil be separated from each other by a 2-hour-rated firewall or by spatialseparation in accordance with Table 5.2.4.3."

Whether there is firewall or not if recommended/proper fire detection/ extinguishing measures are not taken fire will cause damage to anything.

It is very clearly mentioned in the Indian Electricity Rules, 1956, Rule No. 64 (2) (e) (i) that "(e) Where a sub-station or a switch station with apparatus having more than 2000 litres of oil is installed, whether indoor or out-doors, the following measures shall be taken namely:-

(i) The baffle walls 2[of 4 Hours fire rating] shall be provided between the apparatus in the following cases:-

A. single phase banks in the switch-yards of generating stations and sub-stations;

B. on the consumer premises;

C. where adequate clearance between the units is not available".

Hope the above is clear.
