Recommended Chemical Plant Project Estimation Software?

I am looking for Estimation Software to produce detailed estimates for chemical plant projects - installation of new plants, new processes in existing plants, equipment replacement in existing plants. I am looking for something with a database of costs for equipment, piping, electrical, civil, structural, insulation and painting costs, both material ($) and labor (hours and $).

I am familiar with the Aspen Icarus In-Plant Cost Estimator, and am looking into Cleopatra Enterprise. Are there any other programs I should be considering? I am finding a lot of programs geared towards contractor estimates, but not many geared towards Front End Loading estimates.
