Chlorine or Sodium Hypochlorite as Disinfectant

Since last 56 years, at KW&SB, Karachi, Pakistan, we were using Chlorine (CI) gas as potable water disinfectant. Now, for a population of 20 million and daily water supply of 760 MG of water with recent concentration of cases of Naegleria fowleri in the City, we are considering Sodium Hypochlorite (NaCIO) as an additional disinfectant for the locations where we are not able to install these heavy (1600 Kgs) Chlorine cylinder.

Please assist us, whether it is safe to use NaCIO with traces of CI or not in potable water. Furthermore, which one is better as disinfectant of Potable water.

Sodium Hypochlorite is a cost effective way to go in some situations....

"You cannot be infected with Naegleria fowleri by drinking contaminated water. In very rare instances, Naegleria infections may also occur when contaminated water from other sources (such as inadequately chlorinated swimming pool water or heated and contaminated tap water) enters the nose, for example when people submerge their heads or cleanse during religious practices, and when people irrigate their sinuses (nose) using contaminated tap water."

Here is the FDA study on Sodium Chlorite activated with acid to form chlorine dioxide. It works as I have used it myself and shown students how to use it to control or eliminate many pathogens. http://www.ncbi.nlm.nih.gov/pmc/articles/PMC1569027/pdf/envhper00463-0059.pdf

You can also google MMS Jim Humble for more info, protocols. This product is used in 900 municipalities in North America to purify water with better results than chlorine and no cancer causing by products. It is also only product allowed to dip meat and vegetables for purification with no need to rinse.

Using gas chlorination or hypochlorite has the same effect of forming the disinfectant HOCl or hypochlorous acid. It makes a lot of sense to augment gas chlorination with hypochlorite in areas where residual chlorination is difficult. Gas chlorination is fraught with many safety hazards; whereas, hypochlorite can be safely transported and operated with minimum training. The one difference that may be a potential problem is that gas chlorination tends to lower pH at the point of injection while hypochlorination will raise pH at the point of injection. The net result is usually a little more maintenance for hypochlorination to make sure the precipitates from the water do not clog the point of injection. Clogging is easily resolved with routine maintenance. I would opt for hypochlorination as the method of augmentation under many circumstances.

Purchasing Hypochlorine is generally 3x the cost of gas chlorine. That is likely why the main source is gas when other infrastructure costs are minimal. A new injection boost will require significant risk training and infrastructure costs over and above the same costs for hypochlorination.

A detailed analysis of the demands, water quality, and all other costs need to be evaluated and generally are under such circumstance.
