That doesn't mean you have a leak.

It means the plumbing has no anti-hammer devices. Open the tap slowly.

Is there a leak, or noise? Open the tap slowly.

Call a plumber. Open the tap slowly.

The water lines might have not been properly attached to the building infrastructure, thus allowing too much movement...and/or you may not have had the eliminators installed....How old is the building? How long has the problem existed...?

Have you ever tried to get everybody in a multi-story building to do something??...that didn't involve monetary penalty of some sort....plus you have the washing machines, the ice makers and the toilets all with automatic valves....I realize you live out in woods and all....

Not in my wildest dreams did I ever assume that my solution would reach anybody afflicted with the problem of sub-standard plumbing in a multi-family, multi-story dwelling in some other country.

The solution is not complicated or expensive, but, not free either.

I suspect that 10 years from now water hammer will still be a problem in this place.

Drinking beer from a plastic glass is what causes water hammer.

Drinking beer from 5 plastic glasses is what causes incontinence.

Do you see that valve, close it.

Now do you see that faucet, put a bucket under it and open the faucet. When the water stops filling in the bucket close the faucet.

Now reopen the valve. Your done once you empty the bucket.

Don't close the wrong valve.

I'd start with your highest point and make sure you have an auto vent installed to purge off accumulated air....but that wont fix water hammer, you need to go back and install better piping in a few places
