PM Software for Project Owners

06/01/2007 10:16 AM

Here is a question to the engineers involved in project management of construction projects. Can anyone recommend a good "off-the-shelf" PM package targeted to the owner of a construction project? I am looking for something that focuses more on preparing budget & scheduling reports and tracking change orders, payments, etc. The owner typically doesn't care about resource conflicts or the task detail. The owner is looking at the big picture: is it on time & on budget - if not, "why"?

Microsoft Project is great at scheduling resources but does not do a good job at tracking documents (drawings, etc.), handling change orders, monitoring subcontractor progress, tracking payments, etc.

There is no such thing as "the best". it depends on what you want to achieve.

MS Project Server can alsp be classified as the best and if that combined with Sharepoint or running on Citrix server you may end up with a better solution especially if the project cost management is linked to the financial accounting system in the permananet organisation.

You require a pm-wide solution that does not exist.

One is looking for a combination of ConfigurationXDocumentManagementXSchedulingXBudgetManagementX RiskManagementXProjectObjectiveVectoring.

This will result in a complete solution for PM and ClaimManagement.

There are commercial options that I know of and have used.

Consider this option:

Costrac for budget control (Baseline, Current Budget and FFC) and cost flow planning and reporting.

Costrac for placing Commitments, Change Notifications and Change Orders.

Costrac for payment certificates and payment reconcilations.

Costrac for change tracking.

If you have a Docu Management Coding system that is consistent and complete Costrac can facilitate docu management as I understand you require.

For on-site docu change management consider AVIS ex Germany during the construction phase and during the rest of the commercial operation phase. This will imply a good Industrial Plant Codification System like KKS used for Power Station, WKS for Water Utilities and SKS for Steel plants. Industry specific Plant Code Systems can be developed.

For Scheduling of activities consider MS Project - activities are exported from Costrac into MS Project, logic network diagramme and Gantt chart as usual. % complete does Earned Values if you want to.

Use MS Project for Resource Planning.

This combination results at a near 100% solution for Budget management, Resource planning, Earned Values (for Claim management) and synchronised S-Curve between the budget and schedule. Cash flow tables for each WBS L3 cost centre (or Work package) and Procurement Packages and Work Instructions are possible if you want to go that route. TVM in Excel can also be processed for the assessment of the value the contrators and project delivers.

You may use Primevera as well. My opinion is that with Costrac that does an excellent job on the budget side; you do not need an extensive scheduling facility. Who in his right mind want to understand the complexity that unfolds with 20'000 activities that is presented in a linear Gantt charts?
