What is a vacuum sealed boiler? What is the application of it?

Is vacuum sometimes used instead of sealing with engineers or lawyers? I read somewhere that engineers are sometimes used as packing material for large shaft seals.

But it has been found that good sealing material is not easy found and is also very expensive. Some therefore use cr4p users and seal shafts.

Last one I have seen could only do 50hz but not 60hz.
