A forklift shop can probably help. Lots of them are 36V, with blinkers for backing up.

You could also simply put a 12 volt zenier diode in series with a 24 volt light or two zenier diode in series with a 12 volt flasher. A very simple, low cost solution if you know how to solder and know which way to turn the diode.

A zenier diode has a line indicating polarity. To get it to drop voltage, you have to connect it using "reverse bias". If you use forward bias, it operates like any other diode with only a 0.6 to 0.7 VDC drop across it. That would allow too much voltage to be applied to your flasher circuit.

A flasher unit means this to me:

36 Volt Turn Signal Flasher Relay
Turn signal flasher relay for 36 Volt electric scooters, bikes, and pocket bikes. Built-in electronic beeper sounds when the turn signals are blinking.
