This is restaurant grease. Deep frying oil is supposed to be recycled. Restaurants are supposed to have grease traps, and clean them regularly. Govt. inspectors are supposed to enforce this recycling and grease control. Obviously everyone is falling down on the job, and the problem falls on the waste disposal system.

My experience with restaurants is they wait until the grease trap is totally clogged before they have it cleaned, and often it bypasses a lot of grease in the process.
