Sounds like you need to go through a new install of the system.

By the way What system is it?

You could of course try to get into the boot options menu and run the latest working configuration.

Other options are:

start from CD and run a PC check. Check for harddrive issues (chances are you killed the install process while also damaging some Hard drive sectors that have been written to. If you just killed power to stop the install this could happen.)

You might be lucky that the damaged sectors can be repaired and the systems starts again.

If this fails check for Viruses. Need to be able to download latest virus definition with the starting partition.

If you say yuor data is save the best options yet is to reinstall the system after the Hard drive was checked for errors as this might be the fastest in the end.

Good luck and all the best!

If you have the original XP cd you should be able to start in Command mode and then use scandisk to evaluate the state of the Hard disk.

there are possibility that the system files have got corrupted - i'd try to ... http://support.microsoft.com/kb/301645 try "Recovery Console search for your OS"

if that doesnot help install a fresh copy of windows (+ updates up to same level your old OS was) then copy entire WINDOWS directory from fresh install over the old - (perhaps there was some more to adjust) - try to start old OS copy (the boot option for new instance should be added automatically to your startup menu) - FIND A DUDE THAT CAN DO ALL THIS FOR YOU

Forget Windoze and use Linux. It's FREE!

Using Linux I've rescued dozens of similar PCs that were heading for the recycle bin because Windoze was too slow and buggy. Newer versions of Windoze will typically fail to install on hardware that old, but distros (like Ubuntu) will run faster than XP SP3.

I suggest this distro because it has worked on every desktop PC, server, and laptop I've tried.

Test your system with the Live CD. Install after you verify everything works. If you still have PC problems using a Linux OS, you probably have a hardware failure that should be corrected first.

Good Luck!

Power down completely and if it is a laptop take the battery out for 20 seconds. This leaves only the bootstrap memory in place (held by the motherboard lithium battery)

Then boot up from your software disc by tapping the key that the manufacturers have designated to give you the choice of boot sources. This will come up in MSDOS type text.

Once you have got it running OK you must then tell it to boot up from your hard disc in future.

Some installs that require a reboot alter the boot process on the hard disk. A full OS install is probably your only solution. I suggest installing the OS without being connected to the internet then imaging your disk and master boot record before connecting to a network. WD and Seagate has free imaging software. Copy that small image to an external drive and create a imaging boot disk.

This may prove valuable there is a wave of sophisticated attacks by ultra sophisticated malware. Once your computer is infected, the only cure is to re-image or re-install the OS. If you had an infection, you will be reinfected within the first second of being connected to the internet. Even if your computer wasn't infected, someone will attack within a few minutes of being connected. Before you connect I would have a firewall that will allow you to stealth your ports, block all incoming connections and reject fragmented packets.

The largest primitive bot-net was 30,000,000 computers. Now that they are more sophisticated than the security software protecting our computers and the malware can't be detected I am sure there are many bot-nets many times bigger than that. The computing power of a billion zombies is staggering and can't be over estimated.

Good Luck!
