These will of course repair the re bar IN the concrete. But to repair the concrete itself due to cracks and wear require a different technique. A TED talk discussed this in more depth than I want to go into, but basically, they use sugar water infused with a common bacteria which at first "eats" the concrete, and then when the sugar runs out, they form microscopic hard shells which look for all the world like microscopic sea urchins. The technique has been used to repair Michaelangelo's Pieta, damaged by a nutter with a hammer a decade ago just as a for instance.

I only say this because it answers the OP's question explicitly. If he wanted repair of re bar in the concrete, he should have said so.
