He is looking for arcs and sparks in the transmission line equipment using an RF signal detector.

The particular unit in the photo is for listening (ultrasonic), not RF.

The polycarbonate dish is to focus the pick up, to help pin point the location of any issues detected by the meter.

He is listening for partial discharge and/or corona, both of which create sounds in the audible and ultrasonic range. Both of these phenomena also create electrostatic discharge and electromagnetic noise (RFI) that can be detected with an RF detector and a small directional yagi antenna.
