Previously the F-15 was used to launch anti-satellite missles, in a mid-1908's test program. One missile was destroyed, then the testing was modified to aim at stars as a simulation of intercepting a satellite. ...Someone realized there was already enough debris floating around up there.

So it's not surprising that the F-15 could be used to launch satellites.
