What is the use of relief hole in PTFE seat plug valve ?

It allows flushing of the lower cavity.

Probably to prevent trapping liquid in the plug, between the seats, when the valve is closed. Thereby preventing a dangerous build-up of pressure in that area if the valve heats up while closed.
