What is the effect of moisture in seal steam?( Steam Turbine: SST5-4000F)

IMO,

it may eventually lead to corrosion of seal rings.

If that were to happen then IMO the rings are made of the wrong stuff.

There should be a labyrinth seal between the seal steam side and the lube oil side that minimizes the crossing of water into the lube oil. Water laden lube oil is a poor lubricant and too much will lead to early bearing failure. Hire a competent turbine engineer ASAP.
