First, the US indicates that dealing with some firms or people in Russia are specifically blocked - like Dmitry Rogozin, the Deputy Prime Minister of Russia - who also heads up NPO Energomash, which in turn supplies the Air Force with Rocket engines. Elon Musk with SpaceX (and Tesla) upset that SpaceX can't provide the rocket engines, asks for an injunction against NPO Energomash because of their relationship with Dmitry Rogozin. The US then comes back, and indicates to the court that really, the payments are not going to Mr. Rogozin, so buying the rocket engines is OK, so the injunction is lifted. In the mean time, Mr Rogozin indicates that US astronauts can use trampolines to get to space, and then Russia indicates that the US can purchase the engines, but only if they are for non-military use (thus nothing for the Air Force). What a fiasco.
