Horizontal VS Luffing Jib of Tower Crane

Can both of them telescoping / climbing?

Horizontal jib type seems more flexible, why some people choose luffing?

As luffing type can also slew / rotate as that of horizontal type, I can't understand how its advantage in restricted job site.

As there is not any change in vertical movement, there is no work applied to the load.

If I ever have a luffing jib, I just push the bow downwind a bit and she'll fill right back up.
