How to Check Surge Diverter Functioning?

We have Surge Diverters GEC Type SVL 4 KV installed many years ago.Pl suggest how to check thier healthyness .

Surge arresters can be tested with the help of Arrester Testers with out damaging the arrester manufactured by HD Electric company

The Hi-Test Surge Arrester Tester is a low-cost device available for testing distribution-class arresters. It can also be used to test insulators. Transformer bushings and fuses. Weighing just three pounds and powered by a 12-VDC gel cell, the tester puts out 0 to 30 kV DC in 1-kV steps. Current leakage is displayed on a 0 to 50-microamp LED display in 5-microamp steps.

Thanks for the reply.Pl let me know whether ,the normal Surge arrester will not pass any current through it when rated voltage is applied?
