Are the bird deflectors being installed because regulations require them?

If so then the first step is to identify the regulations/laws/permit requirements, etc that you must comply with. Then, either read them or get someone that speaks lawyer to read them.

You probably can find out what organization does the inspections and issues the fines for non-compliance. There is a good chance that they will help you understand the requirements early in the process. In many cases these are the people you paid money to to get your permit.

The people that sell bird deflectors should be very helpful. They can't put food on their table unless they are part of the process of helping you comply with the laws that help prevent birds from bumping into things.

I read this first an thought it said 'Bird reflection'. Having dealt with reflections on transmission lines, I was curious as to what bird reflections might be!?

I first thought the question was about the change (deflection) in the Catenary curve by having two birds on the wire.

The reflection coefficient would depend on the impedance of the type of bird.

If the transmission line is good and the load (antenna) is tuned to the frequency, the length of the cable is irrelevant. If there are faults in either, it is possible to get an erroneous reading. Therefore, use several jumper cables, of differing lengths.

Using a specialized time-domain reflectometer and a recording arc flash detector, you can log the number of contacts and the location along the line and use this to determine distance between deflectors.

This can also be done for hot air balloon and hang glider deflectors.
