Point #1 - The Stub-End is one of the two elements used to make a special type of Flanged connection. The other element is the loose flange (called a Van-Stone Flange). The Stub-end might be made of Stainless Steel and the loose flange could be made of Carbon Steel thus reducing the cost of the connection. The link provided by Lyn should answer all your questions there.

Point #2 - Stub-in and Stub-On (this is the correct spelling, not what is shown in the picture) are methods for making Branch connections that can be used when allowed by the Piping Code and the Pressure and Temperature conditions of the line. See the images below.
