Does the "problem" persist when significant load is applied?

Yes. Caterpillar can. Get on the phone and talk it through with them.

Can you relate the problem to cold or hot lubricating oil at startup?

It could be an air leak. Carburetor bolts may not be tightened down properly or intake manifold bolts. Did the problem exist before the carburetor was changed?

Wrong oil filter used, restricting oil flow? Too much oil put in? Bad PVC valve? Was air cleaner changed when oil was changed?

Why are you running it at the speeds you listed?

It's either 50 or 60 hz. Which one is it?

Does it stabilize when a load is applied?

The oil in the actuator sometimes need to be flushed and could lead to some instability. As a result the 2301 may have been adjusted to compensate. When the oil was changed, some instability may be introduced and led to a replacement of the actuator and the 2301. We just to tune the new 2301.
