Why do you suspect a malware?

Not being able to download just like this from the internet could be a security feature.

Check the settings of IE. There might be a default do not download anything tag. Then I suggest to try Google Chrome or an other browser. If this is the same result you might want to check your hard drive if it is not simply full. Does the download start at all? Pop up windo blocker on?

Sorry no experience with Win8 there might be some other settings that can trigger that.

You didn't give what type of files you are trying to download and the mode of download.

I have same problem when I am trying to download google books.There is no remedy for this specific problem as it is software related bug.

Did you try to go back to IE9? I know for a fact that some organizations refuse to use IE-11 due to security leaks.

Home computer?

Internet Explorer Tools security options need to be reviewed and adjusted accordingly.

If this does not cure the problem you may have compatibility or other issues with software resident on your computer and you will need technical support from the computer OEM or software OEM.

Or company computer?

In today's hacker world most company IT security systems do not allow downloading of any internet content except by a system administrator.

A call to your system administrator will solve the problem.

Check which Security Zone your machine is set for. I have seen MS Spindows change it to a higher level by itself and cause problems such as you mention.

I was able to download using Chrome. I would like to go back to Win 8 and EX 10 ?

I finally solved the problem by restoring back to a point prior to updating to win 8.1

I've found my anti virus software was setting up a proxi server and I couldn't download. Go into control panel and internet settings and look for a proxi server. Remove this item from your internet settings.

Not exactly similar, because I'm using Firefox and Win 7. Have you checked your downloads folder? Until I got used to this, I thought it wasn't downloading, but it really was, and it was sitting there waiting for me to execute it!
