I see about 20 white thingies congregating around a gray thingy. They probably hope that it dispenses lots of good vodka, which at least will be properly chilled.

No.

At least not for a long, long time.

Russia can't afford to keep their own economy afloat let alone the billions required to set up and maintain a moon base. You can bet their will be costs overruns, too.

On top of that, long-term prospects for the Russian state are pretty dismal with their population dwindling and no end in sight. Russia will be in a crisis in the next 20 years.

Russia is a proud nation that will talk the talk, but their aspirations far exceed their reach.

besides all those truths I just don't see that much value in the material there. its just a typical Russian boast of superiority that doesn't wash

And, contrary to what most people are lead to believe, any moon base will be under the surface of the Moon with only instruments and unmanned support structures above it.

Radiation is a deadly threat without a magnetic field and atmosphere to protect inhabitants.
