Please describe the environment within which this equipment is operating. Is this a 50cc moped, for example?

I'm guessing that you are describing a hub motor assist system for a bicycle, but I'm not sure. There are numerous ways to implement such a system, with a thumb "throttle" (speed potentiometer) being among the simplest. Ordinarily, you'd expect to find a torque sensing system used, so that as you pedal harder (not faster) the assist motor comes into play. If you use the Google search phrase: torque sensing for pedal assist motor you will get many references to systems patented and used.
