Many Western countries have infrastructure controlled by Internet connected computer systems. Since much of the Internet is in the hands of private organizations, governments would be at a disadvantage if they were to experience direct cyber attacks. The only way to defend themselves would be to disable their enemies' means of attack — shut down the Internet, in other words. Should governments be given the power to do this in order to protect themselves?
