I kind of like this concept but maybe more so in the opposite direction.

A "teen driver key" which limits maximum speed to, say, 50 mph, switches the handling into an optimum kid driver mode and perhaps disables the distracting radio-CD-MP3.

Or similarly a "vallet key" which limits your car to, say, 15 mph. Maybe limits the driving distance to 5 miles total before it shuts down until the primary key is inserted.

This idea has been in production a long time now. I can't remember the years, but it might be close to 10.

Corvette had exactly what you described. It was intended as a valet key and limited the power of the car's engine. You don't need 500 HP to park a car!

Good idea, taking it one step further have the vehichle configuration customizable to the owner based on the driver key (or security code) You could limit performance and options based on GPS position, time of day, passenger seat ocupancy, miles driven in a time segment, limit throttle position after excess acceleration or loss of traction. The possabilities are vast.
