Microwave Warhead Is Non-Lethal, Unless You're a Robot

Does anybody (here) know what the warhead really consists of? A nuclear explosion can create an EMP--is this a nuclear warhead?

I strongly suspect the device is of a NNEMP, or Non-nuclear electromagnetic pulse type

After all the whole point is specific and targeted attack with a minimum of mess and cleanup (both physical and political). Gone are the days of thinking you could just throw a nuke at an enemy installation and then send in the allied troops to take and hold it.

Air Weapons: EMP Warhead Tested

It seems to me that, if we could reign in the Black Budget, we might be able to decrease our national debt mess. Maybe we really don't need to piss away our hard earned taxes on more killing toys?

There are many ways to "reign in" the debt. The problem is that none of them will help the economy. Government spending = jobs. Jobs = consumer spending. Consumer spending = tax revenue. Like it or not, this nation's economy/employment is fueled by big business, which is in turn sometimes totally supported by? Your hard earned tax dollars.

Take away the black budget, put another half million people out of work. Which is better?
