Microwave Warhead en Route

Microwave warheads on missiles are being developed to disable electronic systems without harming people. A new system, unveiled at the Paris Air Show, utilizes microwave-emitting warheads on current missiles instead of conventional explosive payloads. Are these tactical EMP (electromagnetic pulse) missiles, which locate and disable an enemy's electronic infrastructure, the weapons of the future?

Imagine one going off before launch and disabling every app on every mobile phone for miles around. What a wonderful thing!

Presumably KrisDelTM's Product Development team are on the case?

The effect is not clear to me. It seems to me that only devices that are powered would be affected. Of course, a phone without a working system would be useless, but wouldn't devices that are turned off survive the EMP?
